The licence is a signed file, read at start from a machine-wide folder or the registry, so a script can put it on every computer. Policy template files (ADMX and ADML) switch cloud features, sharing, the update channel and the default theme for everyone. The seat page shows who holds a seat and lets you move it when someone leaves.
